Lieber holds sentenced SCDC prisoners, not county pretrial detainees. Physical departure may occur at sentence expiration, the start of statutory community supervision, an effective parole, a court-ordered release, or a transfer to another institution or custodian. Record the exact SCDC status. Parole and community supervision both place a person outside the prison under stated controls, while final discharge can mean the state correctional term has ended.
A transfer is not a community release. A person moved from Lieber to another SCDC institution remains incarcerated even though Lieber no longer holds him. At research time, posted charges were ten cents per black-and-white page, twenty-five cents per color page, and $18.95 per staff hour. Verify current terms before submitting.
